An ethics refresher? They need a shower, not a refresher.
President Bush has ordered White House staff to attend "mandatory" ethics briefings. Try not to chuckle too hard. And since Harriet Miers needs something to do in the wake of her yanked nomination, she and her staff will conduct the briefings. Who better than a Bush crony to conduct ethics briefings?

Bush shouldn't have to plan anything for the bird flu vaccinations - it is because of the establishment of the Vaccines for Children Program that any of this is a problem. This program was designed to make sure that the government was the main provider and purchaser of flu vaccines. In doing so, however, this program ran many businesses out of business. (If you want someone to do something, you encourage them to do it by letting them turn a profit, if you want them to stop, you don't let them turn a profit.) Government forced companies to sell to them at cost, so many of them left.
Indeed, it is unfortunate that we are having shortages in the vaccine. But if you want that problem to be resolved, allow companies to once again make money off there products – then there will be plenty and it will be cheap.
